Why do you think dogs are prohibited from grassed areas? Because dog owners do not control their dogs properly.
Manly Council has plenty of work to keep busy, they are not looking for something to do.
Instead of stirring up trouble, deal with your dog.

we are a group of dog owners and dog lovers who are angry about the recent Manly Council actions and signage – PROHIBITING dogs from GRASSED AREAS and the FEDERATION STEPS. In addition the off leash area has been reduced . ll in the name of the Little Penguin . we have started a campaign to rescind the motion, but need the support of the community. please visit the website , download a copy of the petition , fill it up . also contact each of the councillors and tell them of your anger at this development all without consultation – Dog owners love all animals – we don’t need to turn this into a dog v penguin stouse.
